👥 Who applies through Samordna opptak
Samordna opptak is a centralised service for applying to bachelor's programmes in Norway.
The following submit through it:
● 🇳🇴 Norwegian school leavers (videregående).
● 🌍 Foreign applicants whose certificates are recognised by the GSU list.
● 📋 Those who want to apply for Norwegian-language bachelor's programmes.
⚠️ Exception: English-language bachelor's programmes or special creative programmes often have their own admission procedures and bypass Samordna opptak.
📅 Deadlines: 15 April and 1 March (for certain categories)
The main application deadline is 15 April.
However, there is an important early deadline of 1 March, which applies to:
● applicants with foreign diplomas that require additional verification,
● applicants to programmes with creative tests,
● certain "kvote" categories (e.g., for medical fields).
After these dates, Restetorget (see below) is available — this is a "secondary market" for places that have not been filled.
📜 GSU-list and generell studiekompetanse
GSU-list (Generell studiekompetanse for utenlandske søkere) is a list of requirements for school certificates from different countries.
● For Russia and the CIS, an additional year of university or a preparatory programme is almost always required to obtain "studiekompetanse".
● For EU/EEA countries, a certificate and English exams are often sufficient.

● UiO (University of Oslo): most bachelor's programmes go through Samordna opptak, with a deadline of 15 April.
● OsloMet: also uses the general system, but for some engineering programmes, there may be an early deadline of 1 March.
