How many cigarettes or how much snus can I bring into Norway?
Cigarettes, snus, papers and banned nicotine products.
Short answer
Visitors who live outside Norway can bring 200 cigarettes or 250 grams of other tobacco, such as snus, plus 200 cigarette papers duty-free. For people who live in Norway, the quota is half: 100 cigarettes or 125 grams, plus 100 papers. You must be at least 18. Nicotine pouches without tobacco may not be brought in.
Why
- Tolletaten counts snus, cigars and cigarillos in grams, not by number.
- Even with the larger tourist quota, you cannot buy more than 100 cigarettes or 125 grams of tobacco in the duty-free shop on arrival in Norway.
- The tobacco quota is the same however much alcohol you bring, and it cannot be exchanged for wine or beer.
Details
Nicotine pouches (tobacco-free snus) are on Tolletaten's list of products you may not import, and so are flavoured e-cigarettes without nicotine. E-cigarettes with nicotine are only allowed with a medical certificate documenting smoking cessation. If you bring more tobacco than the quota, you must declare the extra amount.
Tip
If you want the full tourist quota, buy before you land, since the duty-free shop on arrival sells no more than 100 cigarettes or 125 grams per person.
What may differ
The tourist quota is only for people who live outside Norway; residents of Norway, including foreigners who live in Norway, have the smaller quota. After less than 24 hours abroad you cannot buy tobacco tax-free.
Common misconception
Nicotine pouches are allowed because they contain no tobacco.
What actually happens
Tolletaten lists nicotine pouches (tobacco-free snus) among the products you may not bring into Norway.
