How much does a cleaner or home help cost in Oslo?
Municipal home help rates and the rules for private cleaners.
Short answer
Municipal home help (praktisk bistand) in Oslo costs between NOK 40 and NOK 402 an hour in 2026, depending on household income, while private cleaning firms set their own prices. Your district grants home help if illness or reduced function makes housework hard. A private cleaning firm must be approved by Arbeidstilsynet, also when the buyer is a private person.
Why
- Oslo kommune's rates from 1 January 2026 are NOK 40 an hour below 2G, NOK 96 between 2G and 3G, NOK 244 between 3G and 4G and NOK 402 above 4G.
- Arbeidstilsynet says it is illegal to buy cleaning services from companies that are not approved, and that this also applies to private persons.
- The minimum wage for adult cleaners in companies that sell cleaning services is NOK 236.54 an hour, in force since 15 June 2025, according to Arbeidstilsynet.
Details
G is the basic amount in the National Insurance scheme (grunnbeløpet), and the income counted is the household's net income before special deductions. Below 2G you pay at most NOK 245 a month; above 2G the yearly maximum is NOK 9,600, NOK 24,400 or NOK 40,200, depending on the income band. If you get home help, you can choose between the municipality and private providers such as 2Care, Ecura and Norlandia.
Tip
Before you hire a cleaner, search Arbeidstilsynet's cleaning register (renholdsregisteret) by name or organisation number, and avoid firms marked as not approved.
What may differ
Municipal home help is for people who cannot do necessary housework, or find it very hard, because of illness or reduced function. You apply with a general application for health and care services, and the district assesses your needs with you.
