Is Oslo a good city to live in with a dog?

Dog parks, lead rules and public transport for dog owners in Oslo.

Answered at: Checked at:

Short answer

Oslo has 10 municipal dog parks where dogs may run off the lead, and dogs travel free on Ruter's public transport. Oslo kommune says dogs must otherwise be on a lead both in Marka and in the city, including parks and the fjord islands. The national lead period runs from 1 April to 20 August.

Why

  1. Oslo kommune lists dog parks such as Hundejordet in Frognerparken, Styggedalen at Bogstad and Ola Narr at Tøyen, where dogs can run free regardless of the lead rules.
  2. Ruter says dogs travel free on its services but must be on a lead, must not block the way and are not allowed on the seats.
  3. Across Norway, dogs must be on a lead or kept securely shut in from 1 April to 20 August, and letting the dog walk at heel is not enough.

Details

Some protected areas, such as Østensjøvannet and Gressholmen-Rambergøya, have lead rules all year, and the municipality can bring in extra lead rules in winters with heavy snow and cold to protect wildlife. Botanisk hage at Tøyen has not allowed dogs since 17 March 2025, except guide and service dogs. For dogs on trains, Ruter refers to Vy's own rules.

Tip

Before you choose where to live, look up Oslo kommune's map of dog parks so you know how far it is to the nearest off-lead area.

What may differ

If you live outside Oslo, your own municipality may have local dog rules, for example longer lead periods where many animals graze.
