Can a foreigner buy a car in Norway?
ID number, change of ownership, insurance and export.
Short answer
Foreign citizens can buy a car in Norway, but the online change of ownership needs a Norwegian ID number, and buyers without one use a paper form. The buyer must approve the sale, pay the re-registration fee before driving and insure the car. If the car is leaving Norway, Statens vegvesen recommends finishing the change of ownership first.
Why
- Statens vegvesen says the seller needs the buyer's name, national identity number and mobile number to submit the sales notification online.
- Once the sales notification is approved, the buyer must pay a re-registration fee (omregistreringsavgift) before the vehicle can be used.
- If the car is not insured within three days of the decision date, a fee is charged for every day it is uninsured.
Details
In its guidance on export, Statens vegvesen says that when the new owner has no Norwegian ID number, the sales notification is submitted on paper and the number plates are handed in at a Driver and Vehicle Licensing Office. The new owner shows ID in person or sends an authorisation letter with a copy of their ID, and you must book an appointment first. Insurance ends when the car changes owner, and you may not drive an uninsured or deregistered vehicle.
Tip
If you plan to take the car out of Norway, ask Skatteetaten whether you can get part of the one-off registration tax refunded on export.
What may differ
If you move to Norway permanently and bring a car from abroad instead, you must import it and pay the vehicle taxes in Norway.
