Short answer

In 2024 a pack of 20 cigarettes cost about NOK 167 on average in Norway, according to a price comparison by the Danish Ministry of Taxation. In 2026 the tobacco duty alone is NOK 66.20 per pack, and 25 per cent VAT and the shop's margin come on top. The figure is an average across brands.

Why

  1. In an answer to the Danish parliament, the Danish Ministry of Taxation put the weighted average price of a pack of 20 in Norway at 107 Danish kroner for 2024, about NOK 167 at Norges Bank's average exchange rate for that year.
  2. Skatteetaten sets the 2026 excise duty on cigarettes at NOK 3.31 per cigarette, which comes to NOK 66.20 for a pack of 20.
  3. VAT of 25 per cent is added to the price including the duty, so duty and VAT alone come to more than NOK 82 for a pack of 20.

Details

Travellers aged 18 or over who live outside Norway may bring 200 cigarettes or 250 grams of tobacco duty free, according to Tolletaten. Duty-free shops at Norwegian airports will not sell you more than the ordinary tobacco quota on arrival. In its budget for 2027, the government has proposed raising the duty to NOK 3.40 per cigarette from 1 January 2027.

Tip

If you smoke and live abroad, bring your duty-free quota of 200 cigarettes with you, because the duty on that many cigarettes alone is more than NOK 660 in Norway.

What may differ

People who live in Norway have a smaller quota: 100 cigarettes or 125 grams of other tobacco. After a stay abroad of less than 24 hours, you may bring tobacco only if you can document that local taxes were paid in an EEA country.
