Is abortion legal in Norway?
Week limits, the committee, cost and who can get an abortion.
Short answer
Abortion is legal in Norway, and you have the right to decide for yourself to end a pregnancy during the first 18 weeks. After week 18 you must apply to an abortion committee. You do not need a referral from a GP, and everyone staying in Norway has the right to an abortion.
Why
- Helsenorge refers to a new abortion law from 1 June 2025 and states that you have the right to decide for yourself during the first 18 weeks of pregnancy.
- If you want an abortion after the end of week 18, you must apply to an abortion committee (nemnd).
- Helsenorge states that everyone staying in Norway has the right to an abortion, and that it is free for people who live in Norway.
Details
You can contact a hospital with a gynaecology department directly, without going through a GP. Up to the end of week 10 you can carry out the abortion at home, starting with a medicine that stops the pregnancy from developing further. If you are under 16, you still decide yourself, but as a rule your parents or others with parental responsibility are informed.
Tip
Contact the gynaecology department of the nearest hospital as early as you can, since a home abortion is only possible up to the end of week 10.
What may differ
Visitors also have the right to an abortion, but Helsenorge says it is free for people who live in Norway, so check the cost with the hospital if you do not live there.
