Is CBD or HHC legal in Norway?

How Norway classifies CBD and HHC, and the rules for medicines.

Answered at: Checked at:

Short answer

CBD products made from the cannabis plant count as narcotics in Norway whatever their THC content, and HHC is also treated as a narcotic. Products containing them are therefore illegal in Norway. Customs seize HHC at the border and send a report to the police. Doctors can prescribe cannabis-based medicines under special rules.

Why

  1. The Norwegian Medical Products Agency (DMP) classifies all CBD products made from cannabis extracts as narcotics, regardless of their THC content.
  2. The Norwegian Food Safety Authority (Mattilsynet) states that narcotics are not allowed in food or cosmetics, so CBD oils and edibles made from the plant cannot be sold legally.
  3. On 14 March 2025 the UN Commission on Narcotic Drugs placed HHC under Schedule II of the 1971 Convention on Psychotropic Substances.

Details

Travellers may bring narcotic medicines into Norway only for their own medical use, prescribed by a doctor or dentist, and the amount allowed depends on whether you live in Norway. Prescriptions must be on paper and signed by the doctor. A product being legal in the country where you bought it does not make it legal in Norway.

Tip

Leave CBD oil, CBD sweets and HHC vapes at home, and if you use a cannabis-based medicine, check DMP's rules for travellers and carry the paper prescription.

What may differ

Synthetically produced CBD is treated differently from CBD made from the plant: it is allowed in cosmetic products if they meet the cosmetics rules.

Common misconception

CBD oil without THC, or with very little THC, is legal in Norway.

What actually happens

Norway classifies CBD extracts from the cannabis plant as narcotics regardless of THC content, so even THC-free CBD oil made from the plant is illegal without a prescription.
