When must dogs be kept on a lead in Norway?

The national lead period, local rules and what applies in Oslo.

Answered at: Checked at:

Short answer

In Norway dogs must be kept on a lead, securely fenced in or shut in from 1 April to 20 August, under the national rule in the Dog Act. Municipalities can extend this locally. In Oslo the rule applies both in the city, including parks, and in Marka, and some protected areas require a lead all year.

Why

  1. The national lead period in the Dog Act (hundeloven) runs from 1 April to and including 20 August, so that dogs cannot chase, harm or disturb livestock, reindeer, wildlife, nests and dens.
  2. Municipalities can adopt a local regulation that extends the lead requirement to certain areas or periods.
  3. Breaking the lead rule can lead to an administrative fine (overtredelsesgebyr), and in Oslo the police enforce the rules.

Details

In Oslo the lead rule applies in Marka and in the city, including parks and the islands in the fjord, and some protected areas have a lead requirement all year under their own protection regulations. The exception is the municipal dog parks, where dogs can run free regardless of the lead period. Oslo's rules come from the Dog Act, the police bylaw for Oslo (chapter 6 on animals) and a regulation on dog training areas, and the police enforce them. In harsh winters the municipality can also adopt an extra lead rule to protect wildlife.

Tip

Look up the lead rules on the website of the municipality you are visiting, because a local regulation can be stricter than the national period.

What may differ

Local rules vary: a municipality can extend the lead period or set a lead requirement in certain areas, and protected areas can have their own rules all year. In Oslo the Botanical Garden at Tøyen does not allow dogs, except guide and service dogs.
