Is snus legal in Norway, and where can you buy it?

Who can buy snus, where it is sold and what you can bring.

Short answer

Snus is legal in Norway and is sold to customers aged 18 or over in shops that are registered to sell tobacco. Because tobacco must be kept out of sight, you ask the staff for it. Snus is a tobacco product placed in the mouth, and 16 per cent of people aged 16–79 used it daily in 2025.

Why

  1. Every shop that sells tobacco must be registered in Tobakkssalgsregisteret, and each new outlet must register at least 14 days before sales start.
  2. Tobacco products must be kept out of customers' sight, and self-service is only allowed in specialist tobacco shops and in tax-free sales at airports.
  3. Selling snus to anyone under 18 is forbidden, and staff have both the right and the duty to ask for ID when they are unsure of a customer's age.

Details

Tourists who live outside Norway may bring 250 grams of tobacco products such as snus, or 200 cigarettes, without duty if they are 18 or older. Tobacco-free nicotine pouches are not approved for sale in Norway and may not be brought in. Since 1 January 2026, private persons may not order snus or other tobacco from abroad online or by post. The nicotine in snus is absorbed through the lining of the mouth and is addictive, according to Helsenorge.

Tip

Bring ID when you buy snus, because staff must ask for it if they are unsure whether you are 18.

What may differ

People who live in Norway have a smaller duty-free quota than tourists: 125 grams of tobacco products or 100 cigarettes. Duty-free shops at Norwegian airports sell only the ordinary quota, even to tourists.
