Are vapes and e-cigarettes legal in Norway?
What shops may sell, what you can bring and where vaping is banned.
Short answer
In Norway, shops may only sell nicotine-free vapes with tobacco flavour or no flavour, and only to customers aged 18 or over. Vapes and e-liquids with nicotine may not be imported or sold. Travellers may bring them only with a medical certificate for smoking cessation. The smoking ban in public indoor places covers vapes too.
Why
- Section 46 of the Tobacco Regulations (tobakksforskriften) forbids importing and selling e-cigarettes and refill containers with nicotine.
- Under section 32 a of the Tobacco Act, nicotine-free e-cigarettes and e-liquids, both refillable and disposable, may only be sold with tobacco flavour or no flavour.
- Selling e-cigarettes to anyone under 18 is forbidden, and shop staff have both the right and the duty to ask for ID when they are unsure of a customer's age.
Details
A shop must be registered in Tobakkssalgsregisteret before it can sell tobacco products or e-cigarettes, and outside specialist tobacco and vape shops the products must be kept out of the customer's sight. Since 1 January 2026, private persons may not order vapes, e-liquid or tobacco from abroad online, by phone or by post. The government has proposed extending the ban to e-cigarettes without nicotine.
Tip
In an ordinary shop, ask for vapes at the counter, because they are kept out of sight. Do not order e-liquid from abroad to a Norwegian address: such parcels can be seized, and there is no compensation.
What may differ
Customers under 18 cannot buy e-cigarettes at all. Travellers with a medical certificate documenting smoking cessation may bring nicotine e-cigarettes, while flavoured nicotine-free vapes may not be brought in by anyone.
