Is Norway cold all year round?
How warm summers and cold winters really are, region by region.
Short answer
Norway is not cold all year: summers are mild, with July averages of nearly 18 °C in Oslo, while winters are cold inland and in the north. Summer days can reach 25 to 30 °C in the south and in inland valleys. In January, Bergen averages 2.6 °C but Karasjok in Finnmark −14.6 °C.
Why
- The Gulf Stream gives Norway a much milder climate than Alaska, Greenland and Siberia at the same latitude, according to Visit Norway.
- In the 1991–2020 normal, Oslo averages 17.7 °C in July and −2.3 °C in January, counting day and night.
- MET Norway reports that 2025 was the warmest year ever recorded in Norway, 1.5 °C above normal.
Details
Along the coast, winter temperatures usually stay around zero, while inland they can fall to between −10 and −20 °C, and some places see −40 °C. The north is cooler all year: Tromsø averages 12.3 °C in July and −3.0 °C in January. In summer, sea and lake water in southern Norway usually reaches 18 °C or more.
Tip
Pack for the season and the region rather than for a cold country in general: light clothes and a rain jacket in summer, wool layers and a windproof jacket in winter.
What may differ
The mountains stay colder than the lowlands, and Visit Norway notes that you can ski all year round high above the Hardangerfjord. Single seasons also vary: winter 2025/2026 was 1.5 °C colder than normal across Norway.
