How should you travel in Norway, and when should you rent a car?
At a glance
Travel in Norway can combine public transport and a rental car. Plot the places you want to reach first, then compare journey times, connections and the full cost. For driving, check licences, rental terms, tolls, ferries and seasonal restrictions separately. Check road conditions before every departure. Checked 25 October 2026.

When is travelling without a car easier?
Start with trains, buses or flights between cities and check water connections for fjord routes. Entur searches different transport modes nationwide. Finding a journey does not mean every ticket is sold in one place. Entur: journey planner, checked 25 October 2026.
Tip
Plan the journey without a car first, then compare rental using door-to-door time and total cost.
Explore services, connections and tickets in the public transport guide. This page compares public transport with driving and prepares a road itinerary.
When does renting a car make sense?
A car may help with several remote stops, bulky luggage or journeys that fit timetables poorly. Compare the whole day's route, including parking and returning the car.
List drivers, dates, collection and return locations, luggage and child seats. Check equipment and extras in the final offer. Forbrukerrådet advises checking inclusions before booking. Forbrukerrådet: car rental, checked 25 October 2026.
Example
Spend a city day without a rental, then compare a car only for the sections where it solves a specific need. Calculate collection and return arrangements separately.
Which driving licence and documents do you need?
Foreign-licence validity differs for EEA and other countries. Select the relevant category at Statens vegvesen and check the issuing country and your residence circumstances. Statens vegvesen: foreign licences, checked 25 October 2026.
Ask the rental company separately about age, licence history, payment cards and additional drivers. Legal recognition and commercial rental conditions are different checks. Avoid a non-refundable booking until you know you can collect the car.
How do you compare price, excess and extras?
Compare rental, insurance, damage excess, card holds, mileage and fuel or charging terms. Check tolls, parking charges and administration fees. Forbrukerrådet: car rental, checked 25 October 2026.
Common mistake
Zero-excess insurance does not necessarily eliminate liability for every kind of damage.
Inspect the car at collection and record existing damage, wheels and equipment. Keep confirmation of return and settlement. A general daily average cannot replace an offer for your dates. Forbrukerrådet: car rental, checked 25 October 2026.
How do you pay for roads, ferries and parking?
AutoPASS explains tolls, including foreign vehicles. Foreign plates do not create an exemption. For a rental, ask who will invoice you and which contractual extras apply. AutoPASS: foreign vehicles, checked 25 October 2026.
For a ferry, check its specific route, timetable, vehicle category and payment method. Follow parking signs at the location; a road payment does not automatically include a parking ticket.
See the AutoPASS guide for details. Do not register a rental car under a personal payment agreement without the rental company's approval.
How do you check roads and prepare for winter?
Statens vegvesen publishes road information, cameras, mountain-pass status and ferry information. Check before departure, not only when first planning. Statens vegvesen: traffic information, checked 25 October 2026.
Important
A route on a map does not guarantee an open mountain pass or a workable connection. Check conditions and schedules for your date.
Drivers are responsible for sufficient grip throughout the year. Minimum winter tread depth is 3 mm; in Nordland, Troms and Finnmark, the relevant period is 16 October–30 April. Actual road conditions may require suitable equipment outside calendar periods too. Statens vegvesen: tyre requirements, checked 25 October 2026.
Use the winter driving checklist.
Read the driving rules.
Check the forecast with the weather guide.
How do you build an itinerary and backup plan?
Plan the route
- Place overnight stays and essential stops.
- Check each road and water section.
- Allow waiting and rest time; straight-line distance is not journey time.
Checklist
Check driving documents, rental contract, tyres, roads, ferries, toll payments, parking and an alternative route.
If a pass is closed or a connection unavailable, reconsider the entire day. Do not preserve an overcrowded itinerary by reducing the driver's rest. Compare backup accommodation or another transport option before non-refundable bookings.
