Do electric cars pay tolls in Norway?
How the electric car discount works and what EVs pay in the big cities.
Short answer
Electric cars do pay tolls in Norway, but each toll project can give zero-emission vehicles a discount of between 30 and 100 percent on the normal rate. In Oslo an electric car pays NOK 21 against NOK 38 for a petrol car. In Nord-Jæren and Tromsø the electric car discount only applies with an AutoPASS agreement and tag.
Why
- AutoPASS states that toll projects may allow zero-emission vehicles a discount of between 30 and 100 percent.
- Fjellinjen's Oslo rates from 1 January 2026 are NOK 21 for an electric car and NOK 38 for a petrol car outside rush hour, before the 20 percent AutoPASS discount.
- In Tromsø the extra electric car discount fell from 50 to 30 percent on 30 June 2026, which gives a total discount of 44 percent with an AutoPASS agreement.
Details
In Nord-Jæren around Stavanger an electric car pays NOK 16.80 with an agreement, but NOK 30 without one, the same as a petrol car. Foreign vehicles pay the highest rate if their emission class or fuel type is not registered, so owners of foreign electric cars can register the car with Epass24, which gives no AutoPASS discount.
Tip
Ask the rental company whether your electric car has an AutoPASS tag and agreement, since in Stavanger and Tromsø the electric car discount depends on it.
What may differ
Plug-in hybrids pay the same rate as petrol cars in Oslo and Tromsø. Vehicles over 3,500 kg are in rate group 2 and have their own rates.
Common misconception
Electric cars drive through Norwegian toll stations for free.
What actually happens
In Oslo, Nord-Jæren and Tromsø electric cars pay tolls, usually at a reduced rate, and each toll project sets the size of the discount.
