Which mobile operator has the best coverage in Norway?
Three networks, the coverage figures they publish and how to check your area.
Short answer
Telenor publishes the widest coverage figures of Norway's three mobile networks, saying it reaches 86 percent of the land area and almost the whole population. Ice reports 99.6 percent population coverage and uses Telenor's network where its own is not finished. Telia gives no percentage but says a 2025 test named its network Norway's best.
Why
- Nkom lists three operators with their own mobile networks in Norway, Ice, Telenor and Telia, and links to each one's coverage map.
- Telenor says 99.98 percent of the population has Telenor coverage where they live and that it has about 9,000 base stations, the most in Norway.
- Nkom's 2024 report found basic 5G coverage for over 99 percent of households, but a 5G signal on only about 61 percent of Norway's area.
Details
Telia's claim rests on a Rohde & Schwarz test of voice and data quality measured in November and December 2025 on a driving route from Tromsø southwards. Smaller brands use the big networks: Talkmore, for example, advertises full Telenor coverage. At the end of 2025 Telenor had 40.4 percent of mobile subscriptions, Telia 32.8 percent and Lyse, which owns Ice, 17.1 percent.
Tip
Before you choose, look up your home address, your cabin and the roads you drive often in all three coverage maps, not just one.
What may differ
Coverage is far better where people live than across the whole country: Nkom found 4G or 5G on about 84 percent of Norway's area. Telenor and Telia both say their maps are only a guide and no guarantee of a signal at a given spot.
