Does EU roaming work in Norway?

Roam like at home in the EEA, fair use and the exceptions.

Answered at: Checked at:

Short answer

Yes, EU roaming works in Norway, because the roam-like-at-home rules cover the whole European Economic Area, including Norway, Iceland and Liechtenstein. With an EU or EEA SIM card you pay home prices for calls, texts and data, within your operator's fair use limits. On ships using satellite networks, the rules do not apply.

Why

  1. The EU's Your Europe portal says roam like at home is also available in the European Economic Area countries Iceland, Liechtenstein and Norway.
  2. The Norwegian government says the same prices have applied when travelling in other EU/EEA countries since 15 June 2017.
  3. If you use more roaming abroad than at home over four months, your operator can add capped surcharges, set at €1.30 per GB of data plus VAT in 2025.

Details

On ferries and planes you only pay home prices while you are connected to a land-based mobile network; via satellite, unregulated prices can apply. Operators may also set a data limit abroad for plans with a lot of data or unlimited data, and they must tell you about it. Ice, for example, includes 60 GB for EU/EEA use on iceMax.

Tip

With an EU or EEA SIM you can leave data roaming on in Norway, but switch it off or use flight mode on board ferries and flights that connect via satellite.

What may differ

The rules cover SIM cards from EU and EEA operators. With a US or UK SIM your own operator's roaming prices apply, for example US$12 a day for Verizon TravelPass in Norway.

Common misconception

Because Norway is not in the EU, EU SIM cards pay roaming charges there.

What actually happens

Norway is part of the European Economic Area, and the EU roaming rules apply there in the same way as in EU countries.
