Short answer

You can change euros or dollars into kroner, and kroner back, at FOREX stores in Norwegian cities and at Loomis at Oslo Airport. FOREX has 12 stores, including Oslo, Bergen, Stavanger and Trondheim. Selling foreign notes back is free with a FOREX receipt and costs NOK 50 without one, and you need valid photo ID.
