Short answer
Tourists usually cannot use Vipps, because it requires Norwegian BankID, a Norwegian mobile number, a Norwegian bank account and a registered address in Norway. Foreigners who live in Norway can join once they have BankID, which some banks offer with a D-number. Visitors can pay by card, which is accepted almost everywhere.

Without Vipps you can still pay by bank card: Visit Norway says debit and credit cards are accepted almost everywhere, and many places also take Apple Pay and Google Pay. It is still a good idea to carry a little cash for small purchases.
Tip
If you are moving to Norway, ask your bank about BankID as soon as you have a D-number or personal number, since Vipps cannot be set up without it.
